No country has been more critical to U.S. border enforcement than Mexico, with Mexican policies central to reductions in irregular border arrivals witnessed since the start of 2024. As the United States and Mexico navigate the next chapter in their long-standing engagement on migration issues, this policy brief provides an account of how migration patterns and policy responses changed in recent years and the challenges ahead.
Unauthorized migration at the U.S.-Mexico border has been a high-profile and politically divisive issue for decades. But as the nature of migration at the border has changed profoundly, U.S. policy responses have struggled to keep up. This report explores the changing nature of migration flows and migration policy at the border from the early 1990s until today, highlighting key lessons for contemporary policy-making.
El Salvador, Guatemala, and Honduras have long histories of emigration, but are seeing increasing transit and return migration as well. This report explores the stories told within these three countries about migration in all its forms, how these narratives intersect with (and at times, contradict) each other, and how they influence policy decisions and public opinion.
Despite high hopes that international movement would be revived in 2021 after the deep chill in 2020 with designation of a global pandemic, cross-border mobility remained limited as migrants and travelers faced complex rules, high costs, and uncertainty as new COVID-19 variants emerged. Partnerships with countries such as Indonesia, Cambodia, Nauru, and Papua New Guinea have helped Australia curb irregular maritime migration, but also come at significant costs. This report explores the current and future role of cooperation in Australian immigration enforcement policy.

Huehuetenango, un departamento en el Altiplano Occidental de Guatemala, se encuentra entre las principales fuentes de esta emigración. Este estudio examina los patrones y factores impulsores de la emigración de Huehuetenango, así como las posibles estrategias para abordar factores de empuje y creación de alternativas a la migración irregular.
Since the early 2010s, unauthorized migration from Guatemala to the United States has risen dramatically. Huehuetenango, a department in Guatemala’s Western Highlands, is among the top sources of this emigration. This study examines the patterns and drivers of emigration from Huehuetenango, as well as potential strategies to address push factors and create alternatives to irregular migration.
To address cross-border challenges, the European Union and its Member States have increasingly partnered with neighboring countries, with those in the Maghreb region of northern Africa playing a particularly important role. This report examines the border security situation in the Maghreb and European efforts to work with Maghrebi partners to strengthen border management. It finds a mismatch in priorities stymies cooperation.
